A Salt Lake County prosecutor says District Attorney Lohra Miller violated his civil rights, and he wants Miller to pay up. Kent Morgan wants $1.7 million in damages. He says actions by Miller have hurt his reputation and his pocketbook. "It's been really hard on my family. And it's been hard on me because I'm not practicing the craft that I perfected over the last 25 years," said Morgan.

At one time, Morgan and Miller were political rivals. Morgan lost to Miller and he says he's been treated unfairly ever since. "I have filed a notice of claim today with the county clerk, which is the fist step in filing a lawsuit against the county." Morgan and his attorney are targeting Miller, Salt Lake County, and the employees he says conspired with Miller.

In 2008, Miller fired Morgan claiming he failed to disclose a personal relationship with a defendant. Morgan denied the allegation and got his job back after a career services council found he was wrongly terminated. But Morgan says he was reassigned menial duties. Documents filed today say, "The defendants have continued to engage in unlawful retaliatory actions against Mr. Morgan, designed to harm his professional reputation as a prosecutor."

The district attorney's office isn't commenting. A spokesman says they haven't received the notice of claim yet and will respond once they've had a chance to read it. Their response will determine whether Morgan officially files a lawsuit.
