SALT LAKE CITY—
Three of Utah's five biggest cities will choose a rookie mayor on Tuesday, November 3, in an election likely to see fewer than 30 percent of voters show up. Municipal elections seldom see strong turnout because they lack the star power and media attention of national and statewide races, but they arguably effect individuals more because of the impact to services in a voter's immediate neighborhood. West Valley City, Provo, and West Jordan, Utah's second third and fourth biggest cities respectively, will each choose a new mayor with their incumbents retiring this year."Municipal elections are so important because this is where democracy starts," Lt. Governor Greg Bell said, "You're talking about streets, sewer, water parks, recycling, things that affect people's lives on a day to day basis. Extremely important."
