SALT LAKE CITY - Anglers, boaters, bird watchers and other nature lovers rallied on Utah's Capitol Hill Friday in support of a bill that would allow public access to all river banks and stream beds, regardless of who owns the property. "Some property owners I understand believe that while this may not be an overly burdensome use, they feel like it is the beginning of the government taking over their private property rights. So they do not want to go down that slippery slope," said Rep. Lorie D. Fowlke, House Bill 80's Chief Sponsor.

H.B. 80 would require the Division of Wildlife Resources to create a free public education program to inform the public of the rules to be followed while accessing public waterways running through private property. Those who successfully complete the program would be given a public access certificate, good for one year, which they would be required to carry with them while recreating on stream beds and river banks on private property.
