SALT LAKE CITY - This week's insider survey found dramatic division between Democrats and Republicans about how Utah has no limits on how much a person or company can give to a politician. Republican representative, Carl Wimmer said spending money is a form of expression, "It violates the principal of free speech. Someone who wants to be able to give the larger amount to a candidate they believe in, they should be able to do so."

However, republican representative, Kirk Jowers said, "I think the commission's proposal is quite reasonable. Compared to the rest of the country it would put us solidly in the middle of the pack. At the moment Utah is the Wild West. We're one of the few states that have no limits."
