SALT LAKE CITY - According to the UtahPolicy.com/Fox 13 political insiders, there are three top priorities for this year's legislative session: budget, budget and budget. This year's financial shortfall trumps every other topic by a mile. Asked to rate six top issues, the budget was number one for 91 percent of Republicans and 87.5 percent of Democrats. Republicans think health care comes second while Democrats give that place to ethics reform.
