The damaging floods tore through the Grove neighborhood in Beaver County in just minutes, and while the nearby river looked tame on Tuesday, it was anything but over the weekend, leaving a path of destruction, with officials believing that recovery could take years.

"All I could see was logs. I couldn't see water," said Stefanie Mangum. "The noise was the scariest thing I've ever experienced. It felt like a thunderstorm under your feet."

As the river surged, Mangum kept recording. She had come to help family friends who were out of town, moving their dogs and horses to safety. Then the water crossed the bank, taking a shed and a mobile home with it.

"Don't come higher. Don't come higher," Mangum recalled saying. "When it started going into the neighbor's home... that's when I got sick."

That neighbor's home was hit hard, with its windows blown out and a gap where a door once stood.

"We could see their couches and dressers, and stuff start to float. Then everything from their home started coming out," Mangum said.

The scale of the damage really comes into focus from above as drone video shows a wide path of mud and debris cutting through the Grove neighborhood where city leaders say about 200 homes were impacted.

But the destruction didn't end there. State Route 153 through Beaver Canyon is now closed indefinitely after floodwaters washed out multiple sections of the highway.

For Becky Parkinson, getting home meant a 13-hour drive after seeing Mangum's video and not knowing what she would find.

"We had a shed over here. That's completely gone. We can't even find it down the river," she said.

Parkinson and her family have been cleaning almost nonstop since Sunday, all without water or gas.

Despite the hardships and damage, and more storms in the forecast, Parkinson said they're staying.

"When we know that we're threatened, we'll go," she shared.

Until then, the family continues to clear debris as they try to keep the water moving, while keeping one eye on the river and the other on the sky.

The recent floods that have caused damage across Beaver County in central Utah have washed out a major road through Beaver Canyon, forcing its indefinite closure.

Photos shared by the Utah Department of Transportation show massive damage to SR-153, with parts of the road completely washed away in multiple locations.

Due to debris blocking the highway, the closure of SR-153 begins at mile marker 7.5 east of Beaver.

According to UDOT, the most severe damage is located between mile markers 7.5 and 10.5, where the agency said several sections of the road have been destroyed over that three-mile stretch.

In addition, half the road near mile marker 14 has been washed into the river after floods undercut the highway.

UDOT said its crews are still assessing the damage and its full extent is not yet known.

Drivers are warned not to enter the closed highway from either side of the mountain that encompasses the highway, as access from the U.S. 89 side is also not considered to be safe.

If we have another storm, water and debris could come down the canyon again and cause additional damage, said UDOT Region 4 Deputy Director Jared Beard. Weve been seeing thunderstorms every afternoon, and right now, neither side of the mountain is safe.

An evacuation order is in place for the Grove area near Beaver after a Flash Flood Warning was issued for a large portion of the city and surrounding areas early Tuesday.

The National Weather Service issued the warning for Beaver as rains are expected to cause flooding on burn scars left behind by the Cottonwood Fire throughout the community.

Beaver County officials also passed a resolution declaring a local state of emergency in the county. According to county leaders, this will allow them to receive funding from FEMA and the federal government as they respond to the flooding.

A Level 3 "Go" Evacuation Order encompasses the following areas:

The warning will be in effect until 9 a.m. Tuesday.

Officials alerted the service to thunderstorms at 5:56 a.m. on Tuesday that are producing heavy rain over the Cottonwood Fire burn scar. The excessive rainfall is expected to result in a debris flow moving through the Beaver and North Creek drainages.

Several properties were destroyed or heavily damaged over the weekend after rain fell just days after firefighters gained near full control of the wildfire.

Governor Spencer Cox pledged state support to help Beaver rebuild after catastrophic flash flooding over the weekend.

Speaking to reporters on Monday at an event at the Days of '47 Rodeo, the governor said he has been speaking with the community's mayor and county commissioners. The flooding followed the massive Cottonwood Fire, which destroyed property and a ski resort in the area "but this was bigger than anybody anticipated."

"I said, 'Youre going to have a couple of weeks of hell with this fire, and then youre going to have five-to-six years of hell with everything that comes after it.' We knew the rains would come, they always do. We were expecting something like this. You just never know how big its going to be," Gov. Cox said.

The governor said fortunately, no one was killed in the flooding in Beaver. He said Utah's Division of Emergency Management and other state agencies are already responding. There is infrastructure loss and water systems that have been compromised, but Gov. Cox predicted they would be able to get those repaired quickly. He said the state had also been in communication with FEMA for relief.

Still, the governor warned of more flooding in the coming days.

"We have more raining coming in the next four days. There could be more flooding. We anticipate that's possible. It's all-hands-on-deck," he said.

In the midst of cleaning up after this weekend's destructive floods, Beaver residents are now racing to prepare before the next round of storms expected this week. With more rain in the forecast, there's concern that runoff from the Cottonwood Fire burn scar could trigger even more flooding.

A makeshift sandbag operation now runs at the local fairgrounds where volunteers fill bags for residents hoping to protect their homes.

After the wildfire stripped away vegetation, heavy rain rushing off the hillsides turned mud, rocks, and debris into dangerous flash floods.

The devastation was seen in the Grove neighborhood where Cary Laspin, who's lived there for years, found that his house was above the worst of the damage.

"I was on top of my property when I saw the water break coming through the canyon. It looked like a tidal wave, and it sounded like a freight train," Laspin said.

That wall of water tore through the neighborhood, leaving homes, yards, and roadways buried under mud and debris.

Meanwhile, down the road, Vaughn Stacher is racing the clock as he had until 4 p.m. Monday to clear debris away from his home before officials clear the area again ahead of the next storms.

"The house isn't damaged, and we don't want any more damage on it. I hear there's another one coming in we do what we can then get the heck out of here," Stacher said.

The weekend flood missed Stacher's house, but not everything on the property.

"There was a cabin right there. See that? That's where it is now. It took it out of here and sent it right on down there," he shared.

Beaver Mayor Matt Robinson said there was no loss of life, but part of the city's water system was washed out, leaving some residents without safe drinking water as crews work to restore service.

"We escaped the fire it's like a double whammy," Stacher said of the flood. "It's called life."

Officials are urging people to stay out of closed areas as additional storms loom, and they'll continue to monitor conditions around the burn scar as the next storm system moves through.

Crews hope to restore safe drinking water to most of Beaver in the coming days after severe flooding washed out parts of the local water system.

On Monday, volunteers at Beaver City Hall worked to ensure community members had the drinking water they needed.

"Utah is amazing, and people are just reaching out left and right, left and right," said Beaver resident Dacie Derbidge.

Derbidge is helping coordinate volunteers after the floods roared through the area, and helping neighbors get much-needed supplies.

We can't cook our food, right? Because [of] everything, we can't drink our water. So people are worried about that," said Derbidge.

Beaver City Mayor Matt Robinson is hopeful the city will be able to address the damage and provide clean water to most residents in the next 48 hours. But for those in the hard-hit Grove area, its likely to be even longer, up to two weeks. 

We need to repair the system that was washed out, put it back together, and then there's a whole series of water safety issues that we have to follow to make sure that we're delivering safe water," Robinson explained.

As the city works to repair the damage, the mayor reminded those whose taps are still running that they can bathe and wash their hands, but avoid drinking the water or cooking with it. 

As for Derbidge, she stressed how important it is to continue working together, especially with more rain in the forecast. 

Beaver is important to all of us," she said. It's important for us to help each other, you know? Something I've talked about all for the past couple of weeks is neighbors helping neighbors, and that's just what we do. We have neighbors helping neighbors."
