WEST VALLEY CITY, Utah — The attorney for fired West Valley City Police Department Sgt. Shaun Cowley filed an appeal Thursday that argues Cowley should be reinstated.
Cowley was terminated in September after an investigation into the shooting of 21-year-old Danielle Willard. Salt Lake County District Attorney Sim Gil ruled the shooting was not justified.
