PROVO, Utah -- Provo residents who are upset about a proposed nine-story building may not be able to do much to stop it.
In May, a group protested the construction, asking Provo City to limit the size and height of buildings at the LDS Missionary Training Center.

But on Tuesday, the municipal council says their hands may be tied.
