Juab County employee charged for misusing over $5,000 in county funds

NEPHI, Utah — A Juab County employee was charged Friday, as prosecutors allege she spent more than $5,000 in county funds for personal use.

According to charging documents filed Friday, Kristin Rose Miller, 39, faces one count of Misusing Public Money, a third degree felony. The filing says the money was spent between February 1 and April 27, 2026.

According to the document, Miller was hired as a Juab County Administrator back in January, whereupon she was issued a credit card for the uses of making purchases for the county. Each purchase was to be documented on a shared spreadsheet with the accompanying receipt.

In March, other county employees noticed charges made by Miller totaling $1,597.46. The were documented as accidental personal purchases, with Miller stating she would reimburse the county via check. It was later discovered that Miller hadn't signed the credit card policy, which outlines the policy that the card was not to be used for personal purchases. Miller signed the policy on March 31.

Later on, county employees discovered more personal charges made by Miller that did not have any receipts or other documentation. Miller was asked to meet with key staff within Juab County to discuss them, but failed to show up to the scheduled meeting.

Miller was allegedly asked several times to provide documentation for the purchases. At times, she told county employees "she was working on it." Other times, she was non-responsive.

By the start of May, Miller confirmed the charges made in March, totaling $1,416.58, had been mostly personal purchases, but only provided three receipts. She claimed the charges had been accidental, as the card had been linked to her Apple Wallet.

However, at the time of the court filing, there remains additional charges made in April that remain unaccounted for, totaling over $2,400. This includes charges made to a credit card issued specifically for the Juab County Fire District totaling nearly $550.

Miller's first court appearance is set for September 22.
