OREM, Utah — Utah Valley University has provided FOX 13 News with the document that created the rally at which conservative activist Charlie Kirk was shot to death last month, but is not providing the security plan for that day.

FOX 13 News has been asking the university for records related to the September 10 Kirk rally in which he was shot in front of thousands of those in attendance. After nearly six weeks, the first record provided is the application submitted mid-July by the UVU chapter of Kirk’s Turning Point USA organization.

The applicants answered standard questions about time, place, and a description of the event. However, we noticed one question was not asked on the form: Whether organizers needed any police protection.

That question is a standard inquiry for events at other institutions, such as the University of Utah.

FOX 13 INVESTIGATES: What we still don’t know about Charlie Kirk’s murder one month later

Speaking of police, Utah Valley University officials denied a FOX 13 News request for a copy of the Kirk rally security plan, citing a provision in state records laws that keeps "security measures" confidential.

The campus also expressed concern that the records could interfere with an investigation and defendant Tyler Robinson's right to a fair trial.

FOX 13 News plans to appeal the denial and continues to pursue a variety of other records.
